ΕΠΙΣΤΟΛΗ ΠΡΟΣ ΤΗΝ ΑΠΟΚΕΝΤΡΟΠΜΕΝΗ ΔΙΟΙΚΗΣΗ ΜΑΚΕΔΟΝΙΑΣ ΘΡΑΚΗΣ

 ΠΑΝΕΛΛΗΝΙΟΣ ΣΥΛΛΟΓΟΣ ΙΑΜΑΤΙΚΩΝ ΠΗΓΩΝ ΚΑΙ
ΛΟΥΤΡΟΠΟΛΕΩΝ ΕΛΛΑΔΑΣ

ΘΕΜΑ: Η εγκατάλειψη και καταστροφή των Λουτρών Απολλωνίας – Ανάγκη άμεσης παρέμβασης και
απόδοσης ευθυνών



Κύριε Διοικητά,
Από την ημέρα ανάληψης των καθηκόντων σας στην Αποκεντρωμένη Διοίκηση Μακεδονίας – Θράκης
παρακολουθούμε τις πρωτοβουλίες σας για την αντιμετώπιση σημαντικών προβλημάτων της περιοχής.
Ωστόσο, υπάρχει ένα θέμα ιδιαίτερης σημασίας για τον ιαματικό τουρισμό, την τοπική ανάπτυξη και την
προστασία της δημόσιας περιουσίας, το οποίο παραμένει επί χρόνια ανοικτό και απαιτεί άμεση πολιτική
και διοικητική παρέμβαση.
Αναφερόμαστε στα ιστορικά Λουτρά Απολλωνίας του Δήμου Βόλβης, μια από τις σημαντικότερες
ιαματικές πηγές της χώρας, η οποία σήμερα βρίσκεται σε κατάσταση πλήρους απαξίωσης και
εγκατάλειψης.
Ως πρώην Δήμαρχος Βόλβης γνωρίζετε καλύτερα από τον καθένα την αξία αυτής της δημόσιας
περιουσίας. Κατά τη διάρκεια της θητείας σας πραγματοποιήθηκαν σημαντικές επενδύσεις στα νέα
λουτρά, μέσω εθνικών και ευρωπαϊκών πόρων, συνολικού ύψους δεκάδων εκατομμυρίων ευρώ.
Δυστυχώς, η επένδυση αυτή δεν προστατεύθηκε επαρκώς, καθώς δεν λήφθηκαν τα αναγκαία μέτρα
φύλαξης και διασφάλισης των εγκαταστάσεων, με αποτέλεσμα να ακολουθήσουν εκτεταμένες φθορές,
λεηλασίες και καταστροφές.
Η κατάσταση που διαμορφώθηκε τα επόμενα χρόνια οδήγησε ουσιαστικά στην οικονομική κατάρρευση
και στη σταδιακή εγκατάλειψη τόσο των νέων όσο και των παλαιών εγκαταστάσεων. Σήμερα, οι
εγκαταστάσεις των Λουτρών Απολλωνίας αποτελούν εικόνα παρακμής, γεγονός που προσβάλλει την
ιστορία του τόπου, ακυρώνει δημόσιες επενδύσεις και στερεί από την τοπική κοινωνία σημαντικές
αναπτυξιακές δυνατότητες.
Δεν αποδίδουμε αποκλειστικά σε εσάς την ευθύνη για τη σημερινή κατάσταση. Ωστόσο, η πολιτική
ευθύνη όσων διοίκησαν τον Δήμο Βόλβης κατά τις κρίσιμες περιόδους δεν μπορεί να αγνοηθεί.
Αντίστοιχα, σοβαρές ευθύνες υπάρχουν και για τις διοικήσεις που ακολούθησαν και επέτρεψαν τη
συνέχιση της εγκατάλειψης χωρίς ουσιαστικές παρεμβάσεις.
Ο σημερινός Δήμαρχος Βόλβης είχε δεσμευθεί δημόσια ότι τα Λουτρά Απολλωνίας θα
επαναλειτουργήσουν. Παρά τις εξαγγελίες και τις κατά καιρούς ανακοινώσεις περί ενδιαφέροντος
επενδυτών και αναδόχων, μέχρι σήμερα δεν έχει υπάρξει κανένα ουσιαστικό αποτέλεσμα. Η
πραγματικότητα είναι ότι η εγκατάλειψη συνεχίζεται και οι ζημιές πολλαπλασιάζονται.
Για τον λόγο αυτό ζητούμε:

1. Την άμεση διερεύνηση από τις αρμόδιες υπηρεσίες όλων των αιτιών που οδήγησαν στην απαξίωση
των Λουτρών Απολλωνίας.
2. Την καταγραφή της υφιστάμενης κατάστασης των εγκαταστάσεων και του ύψους των ζημιών που
έχουν υποστεί.
3. Την αναζήτηση χρηματοδοτικών εργαλείων από εθνικά και ευρωπαϊκά προγράμματα για την
αποκατάσταση και επαναλειτουργία των εγκαταστάσεων.
4. Την ανάληψη πρωτοβουλιών για την προσέλκυση σοβαρού επενδυτικού ενδιαφέροντος.
5. Τη διαμόρφωση ολοκληρωμένου σχεδίου αξιοποίησης των ιαματικών πηγών προς όφελος της
τοπικής κοινωνίας και της εθνικής οικονομίας.
Πρόκειται για δημόσια περιουσία τεράστιας αξίας, η οποία δεν μπορεί να παραμένει εγκαταλελειμμένη
και καταστρεφόμενη. Η ιστορία των Λουτρών Απολλωνίας δεν αφορά μόνο τον Δήμο Βόλβης αλλά
συνολικά την αναπτυξιακή προοπτική της Μακεδονίας και του ελληνικού ιαματικού τουρισμού.
Ως επικεφαλής πλέον της Αποκεντρωμένης Διοίκησης Μακεδονίας – Θράκης, καλείστε να συμβάλετε
ουσιαστικά στην αναζήτηση λύσεων και στην αποκατάσταση μιας διαχρονικής αδικίας απέναντι σε έναν
εθνικό φυσικό πόρο που αφέθηκε να καταρρεύσει.
Αναμένουμε τις ενέργειές σας και την επίσημη απάντησή σας.

SUBJECT: The abandonment and destruction of the Apollonia Thermal Baths – Immediate intervention
and accountability required
Dear Mr. Governor,
Since assuming your duties as Governor of the Decentralized Administration of Macedonia and Thrace,
we have closely followed your initiatives and efforts to address important regional issues and promote
solutions to long-standing challenges. Nevertheless, there is one matter of exceptional importance for
thermal tourism, regional development, and the protection of public assets that continues to remain
unresolved and demands your immediate attention.
We refer to the historic Apollonia Thermal Baths in the Municipality of Volvi, one of Greece’s most
significant thermal spring complexes, which today stands as a symbol of abandonment, deterioration, and
lost opportunities.

As a former Mayor of Volvi, you are fully aware of the value and strategic importance of this public asset.
During your tenure, substantial investments were made in the development of the new thermal facilities
through national and European funding programs, amounting to tens of millions of euros. Unfortunately,
these investments were not adequately safeguarded. Essential measures for the protection and security of
the facilities were either insufficient or absent, resulting in extensive damage, vandalism, and gradual
destruction of valuable public infrastructure.
The situation that followed ultimately led to the financial collapse of the operation and the progressive
abandonment of both the old and the new thermal facilities. Today, the Apollonia Thermal Baths present a
picture of decline and neglect, representing not only a loss for the local community but also a serious
failure in the management of public resources and development opportunities.
We do not claim that responsibility for the current situation rests solely with you. However, the political
responsibility of those who governed the Municipality of Volvi during critical periods cannot be ignored.
Likewise, significant responsibility lies with the administrations that followed and allowed this
deterioration to continue without implementing effective recovery measures.
The current Mayor of Volvi publicly pledged that the Apollonia Thermal Baths would be restored and
reopened. Despite repeated announcements, public statements, and references to potential investors and
contractors, no substantial progress has been achieved. The reality remains that the facilities continue to
deteriorate while valuable time and opportunities are being lost.
For these reasons, we call upon you, in your current institutional capacity, to undertake immediate
initiatives and support the following actions:
1. A comprehensive investigation into the circumstances and decisions that led to the decline and
abandonment of the Apollonia Thermal Baths.
2. An official assessment and documentation of the current condition of the facilities and the extent of
the damages suffered.
3. The identification and mobilization of national and European funding mechanisms for the
restoration and redevelopment of both the historic and modern thermal facilities.
4. The promotion of a transparent and credible investment strategy capable of attracting serious
investors.
5. The development of a long-term strategic plan for the sustainable operation and utilization of the
thermal springs for the benefit of local communities, regional development, and the Greek
economy.
This is a public asset of immense historical, environmental, tourism, and economic value. It cannot be
allowed to remain abandoned while infrastructure built with public and European funds continues to
decay.
The story of the Apollonia Thermal Baths is not merely a local issue. It is a matter of public
accountability, responsible governance, and respect for national resources. It concerns the future of
thermal tourism in Greece and the development prospects of the wider region of Macedonia.
As Governor of the Decentralized Administration of Macedonia and Thrace, you are now in a position to
contribute decisively to finding solutions and reversing a decline that has persisted for far too long. We
therefore expect concrete actions, institutional initiatives, and an official response regarding the future of
this important national asset.
We look forward to your reply and to the actions that your Administration intends to undertake.
